Starting October 1, 2026, Meta will begin charging for every service message your business sends inside the WhatsApp Business API, regardless of whether the reply is written by a person, a chatbot, or an AI agent. Until now, once a customer messaged you first, a 24-hour service window opened where you could reply for free, as many times as you wanted. That benefit is going away.

For a B2B SMB in Chile or Brazil that relies on WhatsApp as its main sales and support channel, this means a new, recurring operating cost that isn’t in the budget today. The good news: there are almost two months to prepare, since Meta will publish the final per-country rates on September 1, 2026.

How the 24-hour service window works today

The current WhatsApp Business API model separates two kinds of messages: the ones your business initiates (marketing, utility, or authentication templates, already billed per template) and the ones your business replies with after a customer writes first. That second group —service messages— has been free since 2022, with no cap, as long as it stays within 24 hours of the customer’s last message.

That’s exactly the volume support, sales, and post-sales teams rely on most: confirming an order, answering a pricing question, coordinating a delivery, closing a sale over chat. It’s the highest-value traffic — and starting in October, it becomes the most expensive.

How much it will cost to reply to a customer in Chile and Brazil

Meta hasn’t confirmed the official rate yet — that lands September 1 — but several industry providers are already circulating estimates based on the utility-template pricing structure, which would serve as a reference point. Today’s figures put Chile, Argentina, and Peru among the most expensive countries in the region, near two US cents per service message, while Brazil would sit around US$0.0068 (roughly R$0.035) and Mexico near US$0.0085. Unlike templates, service messages reportedly won’t carry a volume discount: the rate would stay flat no matter how many messages you send per month.

Treat these numbers as planning estimates, not final figures. As soon as Meta confirms the official per-country rate, update your calculation and revisit your customer service budget for the last quarter of the year.

This is not the same charge as Meta’s AI Business Agent

It’s easy to confuse this change with the Meta Business Agent charge that already took effect on August 1, 2026, which bills by tokens for using Meta’s native AI agent inside WhatsApp. These are two separate, stackable charges: one is for the AI engine that drafts the replies, the other — the one arriving in October — is simply for sending any reply inside the service window, no matter who writes it. If your SMB runs its own chatbot, a third-party agent, or even human support staff, the October charge affects you all the same.

This comes on top of another change that already demands more discipline from businesses: Meta banned generic AI chatbots on the WhatsApp Business API and now requires use-case-specific agents. A poorly configured bot that over-replies today because it «costs nothing» to do so will cost you for every extra reply starting in October.

Checklist: what your B2B SMB should do before October 1

Don’t wait for the first invoice with the new charge to react. Here are the concrete steps to arrive prepared:

  • Measure your current service message volume. Ask your WhatsApp Business API provider (Twilio, 360dialog, Gupshup, etc.) for a report of how many reply messages you send per month today. That number, multiplied by your country’s estimated rate, is your new spending floor.
  • Audit unnecessary replies. Repeated confirmations, extra automated greetings, or chatbot flows that send three messages where one would do will cost real money starting in October.
  • Review your support flow by time window. If you concentrate replies outside the 24-hour window, you’re already paying per template today; grouping conversations better inside the window can still be the cheaper option even with the new charge.
  • Compare against other channels. For low-priority queries, consider routing traffic to web forms, the free WhatsApp Business app, or email, and reserve the API for conversations that actually drive a sale.
  • Ask your agency or provider for a cost simulation using estimated rates. That way you go into September with a real number, not a surprise.
  • Retrain your team or your AI agent to reply more precisely and in fewer messages. Every service reply now carries a direct marginal cost.

Automate with judgment, not to save on messages

The most common mistake will be trying to «save» by aggressively cutting messages and hurting the customer experience instead. The right move is automating with better judgment: a well-trained AI agent, like the ones already changing B2B customer support, can resolve a full inquiry in one well-structured reply instead of a five-message back-and-forth. Fewer messages, better experience, lower cost per resolved conversation.

The October charge isn’t a reason to abandon WhatsApp as a channel — it’s still where your B2B customer is in Chile and Brazil — but it is the signal to stop treating it as a «free» channel and start measuring it like any other paid channel: with cost per conversation, resolution rate, and clear ROI. SMBs that make this adjustment now, with two months of runway, will reach October with no surprises on the invoice.
